New York City Admin Code §17-706

In 2013, New York City increased the Minimum Legal Sales Age for tobacco products, including liquid nicotine and e-cigarettes, to 21. The law prohibits retailers from selling these products to anyone under the age of 21. The law was amended in 2017 to further prohibit the sale of non-tobacco shisha, pipes, and rolling papers to persons under the age of 21.
